Update

To curb rising automobile prices and prevent unfair competition, Türkiye has introduced new regulations for the sale of second-hand cars.

Ministry of Trade now requires an authorization certificate for online listings, as detailed in the Official Gazette.

The Ministry of Trade outlined new rules that businesses must follow when posting second-hand vehicle listings:

Authorization certificate: Listings must include the certificate number and the business name as per the certificate.

Accurate information: No misleading information or documents can be included.

Listing termination: Listings must be removed once the vehicle is sold or the listing authorization ends.

Online platforms hosting used car listings must adhere to strict verification and information accuracy standards:

Authorization verification: Confirm the authorization certificate of businesses before membership registration or renewal.

Identity checks: Verify personal and contact information of individuals and businesses listing vehicles, ensuring updates at least annually.

Ownership confirmation: Use the ministry’s electronic systems to verify that the vehicle belongs to the listing provider or their close relatives.

Customer support: Provide at least one internet-based communication method and a phone line for handling complaints.

These regulations aim to ensure transparency, protect consumers, and stabilize the market by preventing unauthorized individuals from listing vehicles, ensuring accurate representation of vehicle ownership and details, and offering consumers reliable avenues for complaints and support.
